Penalty charge notices

Motorists who contravene the regulations will be recorded by cameras. If enforcement officers believe that a contravention has occurred, a fine, or penalty charge notice (PCN), will be served to the registered owner/keeper of the vehicle by post.

Warning notices are issued to each vehicle keeper for a first offence at each and every moving traffic enforcement site for the first six months after going live. Any further moving traffic contravention at the same camera location will result in the issue of a PCN.

The PCN is served at the statutory charge of £70 but is reduced to £35 if paid within the first 21 days.

About Moving Traffic Enforcement

Local authorities in England outside of London have received powers to enforce moving traffic regulations under Part 6 of the Traffic Management Act 2004. This means that those authorities who already have Civil Enforcement powers for parking and bus lanes, which Oxfordshire County Council does, will be able to introduce measures to enforce moving traffic restrictions. 

On 15 July 2022, Oxfordshire County Council adopted powers previously held by the Police which allows enforcement of moving traffic offences. These powers make full use of Part 6 of The Traffic Management Act, 2004. 

ANPR enforcement cameras have been placed at sites where historical data suggests there is a problem with vehicles which contravene driving restrictions creating potential dangers to both pedestrians and other road users.

Banned turns

A contravention occurs when a vehicle proceeds past signs that give an instruction as to which direction you must not take. Ignoring these signs can cause congestion and compromise safety. Therefore, enforcement of these banned turns helps manage traffic and make it safer for other road users.

Oxfordshire County Council currently enforces the following banned turns;

No right/left turn for vehicular traffic

The contravention occurs when a vehicle fails to comply with a sign indicating a prohibited turn.

No U-turns for vehicular traffic

The contravention occurs when a vehicle u-turns after the sign and travels in the opposite direction to that before the turn.
