Appeal against a fine for Oxford's zero emission zone
How to contest a penalty charge notice (PCN) if you believe it was wrongly issued.
When we issue penalty charge notices (PCN)
We issue PCNs for entering the zero emissions zone in Oxford without:
- paying the required daily charge
- applying a valid exemption or discount within the rules of the scheme.
If you believe your PCN was wrongly issued, you can challenge it. You will need to contest the PCN in writing.
How long you've got to make the challenge
You have 28 days from the date of service to pay the fine or make a formal challenge (called a representation). The date of service is two working days after the post date on the front of the PCN, excluding weekends and Bank Holidays.
If you pay the fine within 14 days of the date of service, we will accept 50 per cent of the £60 penalty charge, which is £30.
Do not pay the charge if you wish to contest it as challenges cannot be accepted if you have already paid.
We will not extend the 14-day period for discounted payment if your challenge is not accepted.
How to challenge your PCN
For the appeal, you will need:
- your PCN number, as shown on the notice
- the vehicle registration number as shown on the notice.
You can submit up to three documents or images as evidence.
We will respond to your enquiry via a secure email system called Egress. Our policy is to send all emails containing personal or sensitive information this way.
Within the response, you will need to click on the link within the email that states, 'read this secure email'. You will need to sign up for a free Egress account to read the message.
